TRANSLATION
Based on the World Bank’s statement, on June 5th, World Bank Board of Directors had just
approved the IDA loan, about 84.4 millions USD to support Vietnam Officials in
implementing multi-sectoral policies, so as to increasingly address climate response to
climate changes on the basis of protecting natural resources, developing traffic and green
power.
Mr Ousmane Dione, World Bank Country director for Vietnam said: “This new loan is
focused on aspects having the ability to create groundbreaking changes in order to deal with
the climate change challenges. It shows the strong commitments of the World Bank towards
the Vietnam Government in continuing the success of the Support Program to Respond to
Climate Change as well as a link to the transition to a new phase with climate change
programs after 2020.”
The loan would support the Vietnam Government climate change mitigation measures, which
is based on enhancement in the work of managing natural resources and public investment
efficiency in response to climate change.
The loan of 84.4 millions USD would also concentrate on traffic development and clean
energy so as to reduce greenhouse gas emission and air pollution. The supporting contents
include stricter regulations for traffic vehicles’ emission standards, implementing the national
program about using energy economically and effectively as well as mechanisms to
encourage national wind power development.
Previously, the Vietnam Government had built the Support Program to Respond to Climate
Change (SP-RCC) as a premise for implementing national commitments for climate change
according to the Paris Agreement. Vietnam’s commitments include the goal to reduce 8% the
amount of the greenhouse gas emissions during the period from 2020 to 2030, or possibly
increase to 25% in the context of having international support and climate change adaptation
goals, which demands to cooperatively respond to climate change at 90% of the long-term
socio-economic development plan.
This loan has also helped Vietnam to deal with the Covid-19 pandemic throughout the budget
support from the concessional loans and policies to respond to the pandemic. Policies
enhancing forest management would help decrease the risk of the new animal-related disease,
while increasing the budget used for managing natural resources would support the economic
stimulus package, improving the income for the rural area and increasing the community

resilience.
CONSOLIDATION
1. Vietnam needs to raise about 35 billion USD for climate change response activities in the
next decade, from 2021 to 2030, according to Prime Minister Nguyễn Xuân Phúc.
2. The World Bank Board of Directors have verified a financial loan of 422 million USD to
support Vinh Long city to raise the climate change resilience capability and improve the
quality of the 3 national universities of Vietnam.
3. On the afternoon of March 25th 2021, British Embassy in Vietnam and the United Nations
Development Programme in Vietnam co-organised the workshop “Climate Change
Adaptation in Urban Context”. The workshop was held within the frameworks of the 26th
Climate Change Conference which will be held in November 2021.
4. The Government of Vietnam and South Korea agreed on climate change collaboration in
order to enhance the potency of both sides to subsidize to eliminate greenhouse gas emissions
and unfavorable effects of climate change, therefore facilitating economic transformation of
both parties in accordance with carbon emission reduction and climate change resilience.
5. In September 2020, the Government of Vietnam submitted the updated version of the
Nationally Determined Contribution for United Nations Framework Convention on Climate
Change, in which it committed to raise the emissions reduction target of greenhouse gas until
2030.
